Recently I have been selected as a presenter for the World Specialty Logistics Fair 2016 and I would like to take this opportunity to bring to your attention a very important change in the ocean shipping industry coming into place as of 1 July 2016.

 

In the past, misdeclared container weights have had a serious impact on the stability of vessels, trucks and terminal equipment, posing a threat to the safety of workers in the industry. Beginning 1 July 2016, the VGM amendment to SOLAS will require shippers to certify the gross weight of each container before it may be loaded on board. After this date it would be a violation of SOLAS to load a packed container onto a vessel if the vessel operator does not have a verified container weight. Recently the Ocean Carrier Equipment Management Association (OCEMA) has released clear guidelines which highlight “No VGM, No Load”.

Dear Valuable Customers,

We would like to express our sincere thanks to your support so far.

As you may know The International Maritime Organization (IMO) has adopted new requirement under the Safety of Life at Sea (SOLAS) Convention that require shippers to provide a verified weight for every packed container as a condition for vessel loading. These new industry requirements from Maritime Safety Committee become effective worldwide on July 1, 2016.

The shipper(named on the carrier's bill of lading) may use one of the two methods to determine the verified weight of the packed container:

Method No. 1:
The shipper may weigh or have a third party weigh the packed, sealed container.
Method No. 2:
The shipper may weigh or have a third party weigh each package stuffed in the container including the packing and securing material and adding those weights to the container's tare weight marked on the door end of the container (Estimating the weight of the container's contents is not permitted).

Under either Method 1 or Method 2, the weighing equipment used must meet the accuracy standards of the country where the equipment is used. Also under either method, the declaration of the verified weight must be signed and dated by the shipper or by its duly authorized representative and to provide to the carrier via either electronic interchange channels or a physical shipping document.

In order to prepare enhance the documentation process to comply with this new International rule while at the same time making it as uncomplicated as possible for shippers to submit the verified weight to secure cargo loading we would like to check and get your confirmation for the most preferable way of below ways.

- Existing EDI channels for Booking request, Shipping Instruction

- New EDIFACT VERMAS electronic message

- Mobile APP

- Shipping Instruction via Fax or E-mail
